Twelfth Annual Risk Management Conference
This year, our flagship annual risk management conference will focus on current topics such as fintech, bitcoin, and cryptocurrencies among other policy initiatives, regulatory changes, and industry developments. In addition to this, the conference will also feature presentations on recent theoretical developments, analytical techniques, and empirical findings in the field of risk management. A pre-conference workshop on Credit Portfolio Management is organized in collaboration with the International Association of Credit Portfolio Managers.
This international conference provides a platform for policy makers, regulators, industry executives, and researchers from academia and industry to enhance their risk management techniques, explore the latest investment strategies and manage the fundamental regulatory changes in the financial sector.

Dr. Basak is Professor of Finance and Co-Chair of the Finance Department at London Business School. Prior to working at London Business School, he was at the Wharton School of the University of Pennsylvania, held a visiting position at the Graduate School of Business at the University of Chicago, and acted as a consultant to Goldman Sachs & Co. Dr. Basak is listed in Who's Who in the World and Who's Who in Finance and Industry.
He is recognised as one of the world’s leading experts on asset pricing and risk management. His influential research focuses on financial innovation, asset allocation, and market imperfections. It addresses issues related to portfolio insurance, VaR-based risk management, credit risk, tax arbitrage, incentive problems plaguing institutional asset management, mispricing, arbitrageurs, and monopoly power in financial markets. His research is the recipient of several awards including the American Association of Individual Investors Award for the Best Paper on Investments, and the Alexander Henderson Award for Excellence in Economic Theory. He taught courses on Risk Management, Fixed Income Securities, Financial Engineering, Portfolio Choice and Asset Pricing. He is the recipient of the General Excellence Teaching Award, Best Teacher MFA and MiF Awards at London Business School, David Hauck Teaching Award at University of Pennsylvania, and Wharton Graduate and Undergraduate Divisions Excellence in Teaching Awards.

Rod Garratt holds the Maxwell C. and Mary Pellish Chair in Economics at the University of California Santa Barbara. He has served as a Technical Advisor to the Bank for International Settlements, a Research Advisor to the Bank of England and is a former Vice President of the Federal Reserve Bank of New York (FRBNY). At the FRBNY he co-chaired the Virtual Currency Working Group for the Federal Reserve System. After leaving the FRBNY he consulted for Payments Canada and R3 on Project Jasper: a proof of concept for a distributed ledger technology based wholesale interbank payment system. Garratt received his BA from the University of Waterloo and PhD from Cornell. He has published in the top economics journals including Econometrica, the American Economic Review and the Journal of Political Economy. He is an Associate Editor of the Journal of Financial Market Infrastructures and the Journal of Network Theory in Finance.

Marcia Banks is the Deputy Director of the International Association of Credit Portfolio Managers (IACPM). The IACPM is a non-profit industry association dedicated to advancing the practice of risk and credit portfolio management through advocacy, research, education, communication and promotion of sound practices. IACPM members total 95 financial institutions around the globe, including primarily banks but also international financial institutions and export credit agencies, insurance companies and funds and asset managers.
Previously, Marcia was a Managing Director at JPMorgan Chase, heading the portfolio management team covering the Bank’s middle market and mid-sized corporate portfolio (JPMorgan Chase) and the large corporate portfolio at Bank One. Marcia’s previous experience at the Bank also includes over twelve years in the Loan Syndication Department and marketing positions for a number of capital markets products.
Marcia has served on the Boards of the IACPM and the Loan Syndications and Trading Association (LSTA). Marcia also teaches MBA courses regularly on risk management and credit portfolio management at University of Illinois at Chicago. She holds an MBA, Finance, from The Wharton School at the University of Pennsylvania and a BSFS, Economics, from the School of Foreign Service at Georgetown University.

Steven Kou is the Director of the Risk Management Institute (RMI). He is also a Class of ’62 Professor of Mathematics at National University of Singapore (NUS). Formerly from Columbia University’s Department of Industrial Engineering and Operations Research, Professor Kou joined NUS as a Professor in Mathematics and Provost’s Chair in 2013.
Recognized internationally as one of the best in the research areas of Financial Mathematics/Engineering, Professor Kou’s most important works are on modelling jumps in asset pricing for equity, credit and fixed income markets and pricing of path-dependent options. His scholarly achievements have been recognized by the scientific community, as demonstrated by his receipt of the Erlang Prize (2002) from INFORMS, the leading association for professionals in the fields of analytics, management science and operations research. Professor Kou is currently also serving in the editorial boards of several top journals in his field, including Operations Research, Mathematical Finance, Mathematics of Operations Research, and Journal of Business and Economic Statistics.

Swee Won is a Lecturer at the School of Business, Singapore University of Social Sciences. She graduated from Singapore Management University with a PhD in Information Security & Trust, where her primary research focus was on authentication and access control of the H.264 video codestreams. Her primary research interests are on applied cryptography, blockchain technology, data and/or user security and privacy in blockchain. She teaches courses on financial cryptography, blockchain technology and applications. She is a member of the FinTech and Blockchain group in SUSS, and also a member of the technical committee for Blockchain and Distributed Ledger Technologies (BDLT TC) under the IT Standards Committee, and a content provider for IBF Future-Enabled Skills series.

Dr. Dennis Wu is a partner at the GOSS Institute of Research Management, engaged in quantitative research applying decision theories to financial investment and providing consulting services for private equity such as growth capital, strategic investment, and privatization. Previously he had worked at Goldman Sachs Tokyo and Hong Kong as a quantitative analyst responsible for pricing model development, market data analysis, risk reporting, and trading analysis for foreign exchange derivatives.
Dr. Wu received his B.S., M.Eng, and Ph.D. in electrical engineering (EE) from MIT. Prior to attending MIT, he spent two years studying EE at National Taiwan University. He is an inventor of global patents on a novel quantum-enabled renewable energy device currently under development by MTPV Power Corporation. In college as an intern he had worked on embedded windows at Microsoft and on data mining of telecommunication networks at Groundhog Technologies. Dr. Wu won a bronze medal at the 1997 International Mathematical Olympiad and an honorable mention at the 2004 U.S. National Science Foundation Graduate Research Fellowship Competition. He was on a team of three first-year students to win the third place at the 2000 MIT Autonomous Robot Competition.

Mr Vincent Choo Nyen Fui was appointed Head of Group Risk Management on 1 August 2014. As Chief Risk Officer, he covers the full spectrum of risk, including Credit, Technology and Information Security, Liquidity, Market and Operational risk management. He reports jointly to both Group CEO and the Board Risk Management Committee of OCBC Bank. Mr Choo joined OCBC Bank from Deutsche Bank AG where his last appointment was Managing Director and Chief Risk Officer for Asia Pacific. In his 20 years at Deutsche Bank AG, he served in a number of senior roles including Head of Market Risk Management for Asia Pacific, with additional responsibilities for Traded Credit Products, and Head of New Product Approval for Asia. He holds Master of Arts in Economics from University of Akron.

Sameer has extensive experience in field of SME and retail banking spanning strategy, product development, branch transformation, operations and risk management. He has deep expertise in several banking risk areas – credit underwriting, credit process and collections. He has led large end to end bank wide transformation programs handling large McKinsey (12-15 consultants) and client teams (50-60 members). He has strong project management experience in emerging markets – Thailand, Malaysia, Philippines, Indonesia, Vietnam and India. His recent McKinsey projects include
- Building best-in-class credit underwriting architecture for one of leading regional SME banks in Asia across multiple countries
- Developing the green field SME banking market entry strategy for an Australian bank
- Leading the bank-wide transformation for one of the largest public sector banks in Thailand. This large scale transformation program covers both retail and SME business and spans across sales , operations and risk involving 15 McKinsey consultants.
- Building a SME center of excellence in risk and marketing analytics for a Malaysian bank
- Developing customer centric risk architecture for one of the largest private banks in Thailand. This project covers credit scorecards, credit process and policy design across all retail banking products
- Conducting end to end (e2e) transformation for Mortgage business of one of the largest regional banks in Malaysia
- Developing and implementing the end to end SME business model for a Vietnamese bank covering branch transformation, RM sales force, recruitment, training, credit processing center & scorecards, collections

- Prior to joining the firm, Sameer has been working with Standard Chartered Bank as Senior Manager and Head of Analytics for 6 years (Jun 2002-Jan 2008)
- He has also worked with ICICI bank as Regional Quality Manager for 1 year.
- He is a certified Six Sigma Black belt.

Loi Luu is a Co-Founder and CEO of Kyber Network, a decentralized exchange for cryptocurrencies focusing on both security and usability. He also earned his PhD from National University of Singapore where he did research on cryptocurrencies, smart contract security, and distributed consensus algorithms.
Loi believes in the force of the Ethereum and Blockchain technology. Much of his work revolves around this community. He developed Oyente, the first open-source security analyser for Ethereum smart contracts. Loi also co-founded SmartPool, another open source project which embraces decentralization of mining pools in existing cryptocurrency. He continues to champion decentralisation and trustless properties of the Blockchain with Kyber Network, taking inspiration and developing value for the community.

Mr. Roy Lai has more than 20 years of financial technology experience with a wealth of expertise which includes blockchain technology, investment banking, and foreign exchange trading and inter-bank payments.
Currently Mr. Lai is the Founder of Sentinel Chain, a global blockchain-based B2B marketplace for financial inclusion. He is also the CEO of InfoCorpTechnologies, a Fintech company that provides the infrastructure to accelerate financial inclusion to unbanked communities and solve end-to-end supply chain logistics problems through the use of blockchain technology. Mr. Lai is also a Senior Research Fellow at the Singapore University of Social Sciences where he teaches courses on Blockchain Programming and smart contracts.
Mr. Lai was instrumental in leading the technical implementation and delivery of FAST, a national real-time payment network across 14 Singapore banks. He was also Consultant to Thailand’s clearing house ITMX in implementing Thailand’s PromptPay national retail payment network in partnership with VocalinkLtd, UK’s national payment system operator. Mr. Lai’s expertise includes financial technology in the area of inter-bank payments, clearing and settlement technologies such as real-time gross settlement systems, retail payment networks as well as the adoption of ISO20022 universal financial messaging standards.
Mr. Lai started his career in investment banking and was previously the Global Head of the Royal Bank of Scotland (RBS) for the Fixed Income Research Technology team. While at RBS, he pioneered the bank’s proprietary analytics solution for bonds and interest rates swaps analysis. Mr. Lai has garnered extensive experience in the complexities of running large scale multi-regional enterprises through his past employment at MNCs such as Brunswick and Procter & Gamble.

Jochen M. Schmittmann is the Head of the IMF’s Resident Representative Office in Singapore. Before coming to Singapore, Jochen worked in the IMF’s Asia and Pacific, Western Hemisphere, Finance, and Capital Markets departments. He also worked as part of the team managing the IMF’s investments. Jochen has published on a range of topics in finance and macroeconomics, including behavioral finance, currency hedging, and the economic impact of demographic change in Asia. Jochen holds a PhD in Financial Economics from Goethe University Frankfurt.

Being Chief Risk Officer and Deputy Country Head of Bank of China Limited, Singapore, Mr Hu Xinquan is overseeing the Branch's enterprise risk management, comprising credit risk, market risk, operational risk, legal & compliance risk, reputation risk and other risk-taking activities across the Branch. He is also in charge of the Branch’s Financial Management Department and accountable for credit approval.
Mr Hu has more than 20 years of experience in banking industry, specialized in risk management and credit financing. Before he was assigned to BOC Singapore in 2011, Mr Hu was responsible for risk policymaking and credit authentication to mainland branches’ approval of the bank.
Mr Hu received his Bachelor of Law from Renmin University of China, and he is also awarded lawyer's qualification in China.

Prof David LEE Kuo Chuen, founder of several entities including LeftCoast in Silicon Valley, Libai.io for Chinese wealth management education, and BlockAsset for Fintech and Blockchain. He was the Director of the Sim Kee Boon Institute for Financial Economics at the Singapore Management University. He graduated with BSc, MSc and PhD from the London School of Economics and Political Science in Econometrics. He was the Group Managing Director of OUE and Auric Pacific. He founded and managed Ferrell hedge funds from 1998-2012 and was the property developer for Ferrell Residences. He is also an independent director on several boards including one of the world’s largest FinTech companies.
His operation and management experience include F&B, manufacturing, hospitality, hedge funds, stockbroker, property management, property development, REITs, medical plastic components, listing and de-listing of companies, start-ups and multinationals. He is the author/editor of the American Library Association Outstanding Award Reference Book titled “Digital Currency” by Elsevier. His latest two books entitled “Blockchain, Digital Finance and Inclusion” are published by Elsevier with a new book on Inclusive Fintech on Blockchain, Cryptocurrency and ICO by World Scientific to be launched in 2018.
His current interest is in decentralised technology for financial inclusion.

Ernie is the Chief Technology Officer of JEDTrade, he leads the blockchain R&D innovation and strategy for the company’s projects in ASEAN, and with a keen interest in combining both economics and technology to help build inclusive socio-economic systems. This includes building the technological roadmap for the team’s upcoming blockchain project – Jupiter Chain – a decentralized, consentable data exchange that provides valuable and tradeable data assets, targeted at inclusive finance for the underserved.
Prior to JED, Ernie was Research Scientist at IBM Centre for Blockchain Innovation and was involved in blockchain projects covering provenance, finance, transport and logistics. He is an economist by training and specializes in the areas of game theory and applied microeconomics, with an application to hightech industries. Ernie publishes in the field of economics, blockchain and fintech, he is also co-author of “Emergence of FinTech and the LASIC Principles’ with Prof David Lee. He is also lecturer of “Blockchain and Distributed Systems Technologies” at NUS School of Computing.
