Credit Portfolio Management Educational Workshop
This Workshop provides an essential course on the basics of credit portfolio management, including Evolution of Risk and Credit Portfolio Management and Applied Topics. Among the issues to be addressed are: IFRS 9 and implementation impact; balancing the multiple constraints of liquidity and capital in practice; applied discussions on counterparty risk; expanding roles of development banks and their private sector operations and case studies on current risk and portfolio management business models and practices. Participants will gain practical knowledge and valuable insights on credit portfolio management organization, tools and techniques from senior practitioners at major financial institutions.

CHRIS McHUGH is a Senior Director of the International Association of Credit Portfolio Managers overseeing content strategy. He has extensive experience working with development finance institutions on risk management, capital mobilisation, and balance sheet optimisation.
He has over 30 years’ experience in financial markets across a range of asset classes. In his banking career, he was previously the Global Head of Counterparty Exposure Management at HSBC, having worked at Credit Suisse First Boston, Deutsche Bank, and at Merrill Lynch in Investment Banking. Chris holds a PhD from Southampton University, an MBA from London Business School and an MA from Cambridge University.

He also held senior risk roles at Eastspring Investments, CapitaLand Investments, and OCBC Securities. Anthony holds a MSc Finance (Quantitative Finance). He is a CFA charter holder, certified FRM. Mr Frankie Phua is the Managing Director and Head of Group Risk Management at United Overseas Bank (UOB). In this role, he oversees various risk management functions including credit risk, market risk, operational risk, technology risk, and ESG/climate risk. He is also responsible for Data & AI Governance function in UOB. He has over 30 years of extensive experience in the banking sector, having spent over a decade in corporate and commercial banking before moving into risk management.
Frankie represents UOB in leading the Risk and Compliance workgroup under the Project Mindforge Phase II, a collaboration among financial industry participants, including the Monetary Authority of Singapore (MAS) and key players from the banking, insurance, and capital markets. Project Mindforge II recently published an AI Governance Handbook – a practical guide to help financial institutions of all AI maturity levels implement AI Governance and scale AI adoption.
Frankie was conferred the IBF Distinguished Fellow Award in Risk Management. The "IBF Distinguished Fellow" is a prestigious title conferred upon industry leaders who are the epitome of professional stature, integrity, and achievement. The Distinguished Fellows serve as a beacon of excellence for the banking industry in Singapore.

Kenji is Managing Director and Head of CPM for APAC at MUFG bank. He is responsible for credit portfolio management in Asia & Oceania by partnering with relationship managers and product offices to improve risk return of the portfolio as well as to provide solutions to mitigate credit risk of the bank. Prior to current position, Kenji worked in CPM at Tokyo Head Office and in charge of Significant Risk Transfer of global loan portfolio and also worked in Investment Banking in New York. Dr Martin Leo is the Chief Risk Officer at the National University of Singapore (NUS), where he oversees Enterprise Risk Management and Compliance. He has close to three decades of leadership experience spanning financial services and higher education, with expertise in enterprise risk, operational resilience, governance, compliance, and strategic risk. Prior to joining NUS, Dr Martin held regional risk leadership roles at leading global financial institutions including Citibank, ING, Morgan Stanley, and State Street Bank. Throughout his career, he has led large-scale risk transformation initiatives, strengthened governance frameworks, and enhanced organisational resilience across diverse business environments.
Dr Martin also serves as an Adjunct Professor in the Department of Finance at SP Jain School of Global Management. A frequent speaker and published author, he shares insights on enterprise risk, emerging technologies, AI governance, operational resilience, and the future of risk management. He holds the Financial Risk Manager (FRM), Certified Information Systems Security Professional (CISSP), and Certified ESG Analyst (CESGA) professional certifications.

As Head of Investment Science, Mark is responsible for managing the intersection of Quantitative and Fundamental investment strategies, leveraging Data Science and Artificial Intelligence to enhance the investment process, generate alpha, and deliver value to clients. He developed multiple quantitative strategies using machine learning, natural language processing, and cloud computing, resulting in improved portfolio performance, risk management, and operational efficiency.
Mark launched Maybank’s first Quantitative fund in 2020 which earned a five star rating from Morningstar. Mark has more than 16 years of investment experience. He is a regular speaker at local radio stations to share his insights on the market outlook. He has written commentaries for publications including the Business Times and the Lianhe Zaobao. He speaks at prominent investment conferences on Quantitative Analytics and Artificial Intelligence, including events hosted by Bernstein, Philips Securities, CFA Society Singapore, and The Summit for Asset Management.
Mark graduated with a MA in International & Development Economics from Yale University and a BA in Philosophy, Politics and Economics from the University of Oxford. He is a CFA Charterholder.

Lena Ng leads the financial regulatory practice in our Singapore office and advises on the full range of financial regulatory issues relating to financial services and market products, including banking services, securities, futures, derivatives, funds and payment services.
Lena advises banks, financial institutions, corporates (including commodities houses), funds and payment service providers on licensing requirements, exemptions, conduct of business and other regulatory requirements. In addition, she advises on custody, collateral, netting and clearing issues, as well as cash and credit risk management. Lena advises on regulatory aspects of transactions, including structured finance and securitisation.
Lena's practice extends to advising on bank secrecy, confidentiality and data privacy. She is also part of the firm's Tech Group and advises on fintech, cryptocurrency and blockchain related matters.
Originally from Singapore, she joined Clifford Chance in 2001 after receiving her LLM from University College London. She is admitted to practice law in multiple jurisdictions including as a solicitor in England & Wales and Hong Kong, and as an advocate & solicitor in Singapore.

Robert Oates is currently the Chief Risk and Compliance Officer, Singapore. In this role he is responsible for all Risk and Compliance functions within Singapore. Robert has been with HSBC since 1999 after studying History and Japanese at the University of Western Australia and the School of Oriental and African Studies at the University of London. He is an experienced international banker with a track record in leadership roles across a range of markets in Asia, the Middle East and Europe, with a specific career focus on risk management and corporate and commercial banking roles. Prior roles with HSBC have included roles as Chief Credit Officer Wholesale – EMEA, Head of Wholesale Credit and Market Risk, Asia Pacific and CRO India. Earlier in his career Rob had a number of business roles include stints in HSBC’s Global Banking and Markets division and its Commercial Banking division.

Deesha Doshi is Head of Lenders Solutions, Asia Pacific at Willis, where she advises banks, multilateral institutions and institutional investors on the strategic use of credit risk insurance and risk distribution solutions across the region.
With over 23 years of experience, including more than two decades in banking, Deesha brings extensive expertise across the full credit lifecycle, spanning debt markets, corporate and institutional banking, syndicated lending, trade finance, and credit risk transfer solutions, enabling her to bridge the perspectives of originators, investors and risk distribution providers.
Prior to joining Willis, she spent 15 years at Westpac, including over a decade in Singapore leading origination, underwriting and distribution activities across Asia and Europe within the Loan Syndications business. She specialised in originating and structuring debt solutions for clients across a broad range of sectors and distributing loans across the Asia-Pacific region. Earlier in her career with Westpac, she was instrumental in establishing the bank's Mumbai branch and building its India Trade Finance business. She previously held roles at ABN AMRO and J.P. Morgan in London and Mumbai.
Drawing on her extensive banking network and experience across the credit lifecycle, Deesha now advises financial institutions on the adoption of credit risk distribution solutions through insurance, helping optimise balance sheet management and access alternative sources of capital.
A recognised industry leader, Deesha serves on the Board of Directors of the Asia Pacific Loan Market Association (APLMA). She is an active contributor to industry discussions through organisations including APLMA, ITFA and IACPM, with a particular focus on credit risk insurance, institutional capital, risk distribution and the evolving dynamics of global credit markets.

Teck Kin joined UOB as an economist in 2006. As a member of the Research team, he presents the team’s market views regularly to the Bank’s management team and clients in Singapore and the region.
Teck Kin has more than ten years of experience in macroeconomic and equity research. Fluent in English and Mandarin, Teck Kin is interviewed frequently by local and international print and broadcast media, as well as financial newswires on the economic and market outlook.
